Coastal Plans and Coastal Permits
Coastplans specializes in coastal planning. Martin Carver,
AICP, the
principal at Coastplans.com, has years of recent
experience with the Coastal Commission. Mr. Carver is currently
under contract with the University of California serving as the
project manager for the UCSC Marine Science Campus Coastal Long
Range Development Plan. In 2001 and 2002, he prepared the City of
Carmel-by-the-Sea’s Local Coastal Program (under subcontract with
EMC Planning Group Inc). Prior to that, Mr. Carver prepared Local Coastal
Program amendments for development of the Pajaro Valley Unified
School District’s new high school. Mr. Carver also recently
completed a major coastal permit application for Watsonville
Airport to close an illegal landfill and restore adjacent coastal
habitat.
General Plan Housing Elements
Coastplans
prepares housing elements.
Mr. Carver cut his eye teeth on general plan preparation at the
firm of J. Laurence Mintier & Associates in the 1990s and
with Mintier, EMC Planning, and Coastplans
has prepared numerous housing elements for cities throughout
Central and Northern California, including: Soledad, Newman,
Clayton, Menlo Park, Benicia, and Eureka.
